Holt Apartments: A Five-Story Single-Lot TOC Project in Pico-Robertson

Located in the much-sought-after Pico-Robertson neighborhood of Los Angeles, Holt provides much-needed housing at both market rate and low-income levels. The architectural expression is rooted in contemporary moves, with varied stucco color cladding across all facades and engaging balconies on both sides of the building.

One Lot, Two More Stories Than the Standard Playbook

Holt uses the same underlying entitlement approach as our Alta Vista project: a Transit Oriented Communities (TOC) density bonus, where additional units are granted in exchange for a set-aside of restricted, low-income rent. The difference is the lot itself. Alta Vista sat on a double lot and topped out at 3 stories. Holt is a single lot, and single-lot TOC rules allowed my team and I to build 5 stories on it, two more than a comparable double-lot project would allow.

For a developer evaluating a site, that distinction matters more than it might sound. Two additional stories on the same footprint of land is meaningfully more leasable square footage without acquiring an inch of additional lot area, provided the entitlement strategy accounts for it from the start.

Where the Project Stands

Holt is well advanced in construction, with fixtures and finishes now being installed throughout the building. The exterior stucco and siding, the details that give the project its street presence, are in place, and the work has moved into the phase where the units start to feel like finished homes rather than a construction site: flooring, cabinetry, plumbing fixtures, and lighting. For a developer, this stage marks the point where a project's carrying costs are giving way to a near-term certificate of occupancy and the start of lease-up.
