Converting a Single-Family Lot Under SB 1123

Fuller started as a single-family-zoned lot. Under SB 1123, the state law that extended small-lot subdivision rules down to R1 zoning, my team and I restructured the site into seven multifamily units, a use that wouldn't have been possible under the property's original zoning just a few years ago.

Because entitlement rules in this space have moved quickly, we filed a vesting application early in the process to lock in the unit count and floor-area terms available at the time of filing. That decision protected the project against later state rule changes that could have reduced its buildable area if applied retroactively, one of the clearest examples of why timing an entitlement strategy matters as much as the strategy itself.
